This function indicates whether the selected state is active.

IN	State	MpPackMLStateEnum	State to be checked.
IN	Mode	DINT	Mode in which the command should be executed (0 = the command can be executed in all modes).
OUT	ReturnValue	BOOL	Indicates whether the state being checked is active.
