This function uses a filter to help determine whether a certain reaction is active.

IN	MpLink	MpComIdentType	Connection to mapp configuration (MpLink of an MpAlarmBasic configuration).
IN	Filter	UDINT	Filter (bit-coded) that can be used to check specific reactions.
OUT	ReturnValue	BOOL	Indicates whether one of the filtered reactions is active.
